What is an End User Certificate?

An End User Certificate is a declaration by an agency / person which identifies the user as an "entity which may possess a particular controlled device".

What products require an End User Certificate?

In Canada the following items are prohibited and require End User Certificates:

  • Sound Suppressors,
  • High Capacity Magazines (more than 10 rounds for pistols, or more than 5 rounds for centerfire auto-loading rifles)
  • Automatic Weapons
  • Short Barrel Pistols (less than 105mm)

Who requests End User Certificates?

The following agencies may ask for End User Certificates depending on the item:

  • US BATF for Export Permits
  • Canadian Department of External Affairs for Import Permits
  • Canada Customs for importation into Canada

Who needs to create an End User Certificate?

All Canadian agencies wishing to obtain prohibited devices, who are allowed to possess such devices in the performance of their duties under Section 92 of the Criminal Code of Canada.
